Pakistan is blessed with natural resources as well as Human resources, the UNDP report on National Human Development shows that 64% of the nation is younger than 30 and 29% are between the age group 15 and 29. In Pakistan, the focus of HEC remained on developing human resources since its establishment and it has helped many Universities to establish a world-class center of excellence in various disciplines. To improve the quality of the undergraduate qualification, HEC has initiated reform in post-secondary education and a policy for undergraduates was developed and approved in 2023. The requirement of Internships, Practical Learning Labs, Student Clubs, and Student Societies are the major features of the policy. The project of Youth Development Center (YDC) helps in establishing an undergraduate student office wherein services related to undergraduate policy and other services related to Youth Development is offered. Under this project skeletal, in 45 universities (Physical) YDC have already been established for student services.

Establishment of Youth Development Centers in public sector institutions as a single facilitation center for student services, where all departmental concerns are addressed, and a mechanism for responding through "Digital Youth Hub” in order to effectively meet the requirement in main key notable areas like.

The objectives of the project is to facilitate/guide youth/students in career counseling, creating awareness among the students regarding job hunting, creation of Sports activities, Student Clubs/Societies for complimenting sporting behavior and individuals’ future health. Considering the population size and limitation for establishing physical centers in all universities, it is imperative to make use of technology to provide access to opportunities to the young people. For this purpose, it is expedient to develop “Digital Youth Hub” that provide services in three core areas Education, Employment & Engagement.
